libpqtypes v1.2a Released

libpqtypes was originally introduced as a patch for libpq adding support for automatic conversion of types and the ability to run queries in a printf/scanf interface. After a spirited discussion, it was determined that libpqtypes should be split between a separate library, which now lives on pgfoundry, and a libpq events system which was accepted into libpq.
libpqtypes was donated to the PostgreSQL project courtesy of eSilo.
